About the unit
The Budget and Finance Unit (BFU) is responsible for overseeing financial and budgetary management, ensuring that eu-LISA’s financial resources and assets are managed in accordance with applicable regulations, guidelines and procedures necessary for the achievement of sound financial management, in particular the EU Financial Regulation and Financial Rules of eu-LISA.
BFU’s Planning and Monitoring Sector (PAMS) is responsible for preparing eu-LISA’s budget and coordinates the Agency’s planning process that facilitates the achievement of eu-LISA’s strategic objectives, while also ensuring alignment with stakeholder needs and the EU’s political priorities.
In order to ensure cost-effective allocation of financial resources, PAMS coordinates the preparation of eu-LISA’s multiannual activities, together with corresponding annual work programmes and budgets, to deliver comprehensive resource planning centred around core business systems, i.e. Interoperability and JHA systems roadmaps. As per requirements laid down in eu-LISA’s establishing Regulation and Financial Rules, this task includes coordinating the collection of planning input, incl. establishment of resource ceilings, validation and prioritisation of activities, and resource alignment, monitoring and reporting.
About the job
eu-LISA aims to establish a reserve list from which to source the best talent. Working under the supervision and reporting to the Head of the Budget and Finance Unit, you will support eu-LISA’s mandate and ensure that the Agency achieves its objectives, enhances its reputation, and answers stakeholders’ needs.
The ideal candidate will be responsible for leading the Planning and Monitoring Sector, driving efficient, data-driven planning and budgeting aligned with eu-LISA’s strategic objectives, while fostering a culture of collaboration, accountability, and continuous improvement.
Your tasks will include a wide range of responsibilities that extend beyond the following list:
- Lead the Planning and Monitoring Sector, providing strategic direction, fostering collaboration, and inspiring the team to deliver high-quality outcomes in line with eu-LISA’s mission;
- Oversee the preparation and coordination of eu-LISA’s multiannual and annual work programmes and budget envelopes, ensuring an integrated and coherent planning process that aligns with stakeholder needs and strategic objectives;
- Ensure the timely and accurate preparation of budgetary and planning documents, reports and products, either required by legislation or supporting the business;
- Lead the development and application of activity-based costing & budgeting methodologies, strengthening the link between strategic activities, resource allocation, and budgetary commitments;
- Oversee systematic monitoring and analysis of budget execution, including monthly budget implementation reviews and performance assessments against established indicators, including the maintenance and evolution of dedicated IT tools;
- Foster cross-sector collaboration and maintain strong relationships with internal stakeholders and external partners, including the European Commission, Parliament, Council and Court of Auditors, to support effective planning and reporting;
- Promote a culture of excellence, efficiency and innovation within the Sector, empowering and mentoring staff while embedding robust planning and monitoring practices across the agency;
- Act as a role model for ethical leadership and accountability, championing transparency, data-driven decision-making, and continuous improvement within planning and monitoring processes
Eligibility criteria
To be eligible for recruitment and selection, you need to meet the following formal criteria, which need to be fulfilled by the deadline for application:
General conditions
- You are national of one of the EU Member States or Norway, Iceland, Liechtenstein, or Switzerland and you enjoy full rights as a citizen;
- You produce the appropriate character requirements for the duties involved;
- You are physically fit to perform your duties4;
- You have fulfilled any obligations imposed on you by the laws concerning military service.
Education
- You have a level of education which corresponds to completed university studies attested by a diploma provided that the normal period of university education is four years or more,
or
- You have a level of education which corresponds to completed university studies attested by a diploma provided that the normal period of university education is at least three years or more and appropriate professional experience of at least one year;
Only qualifications awarded in an EU Member State or that are subject to an equivalence certificate issued by an authority in a said EU Member State shall be taken into consideration.
Professional experience
- You have at least 6 years of proven full-time professional experience relevant to the duties after the award of the qualification certifying the completion of studies required as a condition of eligibility as above.
Language
- You have a thorough knowledge (C1 level) of one of the 24 EU official languages and a satisfactory knowledge (B2 level) of another EU official language for the performance of your duties.
Selection Criteria
eu-LISA aims to establish a reserve list from which to source the best talent. The suitability of candidates will be assessed against the following criteria during different stages of the selection procedure:
Professional experience and knowledge
- Experience of at least 3 years with the duties mentioned under Section “About the Job” gained in organisational complexity similar to eu-LISA’s;
- Experience in designing and implementing multiannual and annual work programmes and budgets, including resource allocation and prioritisation of activities;
- Experience in financial compliance and regulatory reporting, ensuring alignment with statutory Financial Rules and internal governance procedures;
- Experience with using data-driven approaches and performance indicators to monitor budget execution, analyse trends and support strategic decision-making.
Education
- University degree in data sciences, economics, finance, business administration, public administration, or a field related to the duties of the post.
Personal competencies
