Based in Brussels, the International Copper Association (ICA) Europe is the leading advocate for the copper industry in Europe.
As ICA’s European branch, the organization represents companies that mine, smelt and recycle copper for use across the economy, in the electricity system, buildings, transport and industry.
Through a team of policy, industry and scientific experts, ICA Europe promotes copper as an essential material for achieving the EU’s ambition of a resilient, climate neutral Europe, and seeks to ensure that EU policies enable the sustainable production of copper to serve Europe’s future needs.
Purpose
- To actively contribute to the Science and Regulatory Affairs (SRA) program with the objective to reach concrete results that protect the copper market and industry by reducing regulatory barriers and ensuring acceptance of copper and the industry, notably:
- ensure the continued license to operate and market access in the EU for copper producers
- seek to limit negative impacts of EU legislation on the business case for copper production in the EU and globally
- influence EU policymaking to embed ICA’s priorities into key EU legislation dealing with energy and climate.
- As a member of the SRA program based in the EU, to take an active part in defining the advocacy strategy of ICA in Europe and implementing it.
- As a member of the global SRA team, contribute to building expertise and executing EU/Global projects in this domain and engaging members on energy and climate issues. This could include supporting ICA efforts to monitor and engage in key legislative developments in Latin America and elsewhere with the help of external consultants.
Job Description
- Monitor and influence key EU legislative / regulatory processes in the area of energy and climate that have the potential to impact copper producers, including the scope extension of the Carbon Border Adjustment Mechanism, the revision of the EU Emission Trading System and any future revisions of Electricity Market Design.
- Identify opportunities and threats from EU legislation that could affect ICA member companies.
- Engage with ICA members on identified opportunities and threats and in building advocacy
strategies. - Prioritise identified threats and opportunities within the EU legislative landscape and work with the Head of EU Regulatory Affairs to define and implement related advocacy plans.
- Develop positions in collaboration with members, and as needed, the broader SRA team, the Market Development Team in the EU, and value chain partners.
- Represent ICA in workshops, industrial forums, policy events and at Eurometaux on these topics.
- Advocate the interests of ICA members and contribute to positioning copper as a sustainable, responsibly sourced metal, thus as a solution to sustainable development.
- Contribute to raising the visibility of ICA Europe with the EU institutions as the voice of copper in the EU.
- Contribute to and provide expertise on energy and climate topics outside of the EU led by ICA global staff, that are of importance to ICA members.
- Contribute to, and provide expertise on aspects of energy and climate policy as they relate to the copper mining and metals sector, and participate in working groups on this topic with ICA’s partner organisations.
Work Experience
- Relevant experience in EU advocacy / influencing, with a track record of effective advocacy towards the EU institutions
- Understanding of EU policy and legislative frameworks related to climate and energy
- Exposure to the energy / metals sector is an advantage
- Solid understanding of the EU decision-making processes
- Understanding of the EU legislative framework covering climate and energy, notably the EU ETS and CBAM
- Understanding of energy / electricity markets and / or industrial activities / mining is an advantage
- Understanding of the EU Product Environmental Footprint methodology is a plus
- Networking skills: natural networker with ability to effectively engage with external stakeholders
- Strong analytical skills including analysis of legislative texts or technical guidance
- Project management skills: task scheduling, budget build-up and monitoring, resource identification and allocation
