The organisation:

Founded in 1950, the UIP – International Union of Wagon Keepers, with its seat in Brussels, is the umbrella association of national associations from fourteen European countries, thus representing more than 250 freight wagon keepers and ECMs with more than 220 000 freight wagons, performing 50% of the rail freight tonne-kilometres throughout Europe. The UIP represents the members’ concerns at international level. By means of research, lobbying and focused cooperation with all stakeholders and organisations interested in rail freight transportation, the UIP wants to secure on the long term the future of rail freight transport.


Position offered:

Reporting to the Secretary General, the EU policy officer will actively work as part of an international team to support, advise, and strengthen UIP in its policy and advocacy works. The role will focus on positioning UIP as a credible voice on rail freight related topics and advancing the interests of freight wagon keepers towards more sustainable transports across Europe. The person will work closely with the Manager of European Policies and Public Affairs to implement advocacy initiatives, and to ensure that the implemented actions have measurable results.

It is a full-time position in the Secretariat of UIP in Brussels (rue Montoyer 23). Part time would be possible as well.



  • Consistently monitoring relevant EU policy and regulatory developments in the realm of EU Sustainable Finance, Competition and Transport legislation
  • Reinforcing the “on the ground presence” of UIP in Brussels
  • Supporting the advocacy efforts by drafting and contributing to the drafting of letters, position papers, amendments to legislation and briefing notes
  • Representing UIP when engaging directly with politicians, policy makers and key influencers, EU civil servants and staff of the European institutions and European Agencies
  • Providing guidance on relevant matters to UIP members, the National Associations (NAs), to keep them informed and permit to enhance their dealings with their respective national authorities and government bodies
  • Contributing to maintain and develop the relationships with European partner associations



  • University Degree (or equivalent professional experience) with preferably legal or economic background
  • At least five years of relevant professional experience through full time employment. Experience with the European Parliament would be a strong plus
  • Good knowledge of EU decision-making process
  • Experience in analysing EU legislation
  • A good awareness of regulatory affairs and functioning of EU institutions. Knowledge of EU transport policy and legislation would be a strong plus
  • A keen interest in transport and rail related matters or/and an interest in EU policy and politics as demonstrated through previous internships, coursework, awareness of recent developments etc.
  • Proficiency in English and excellent writing skills – experience in drafting letters, position papers, reports, memos. Any additional EU language will be considered as an asset, in particular German
  • A positive and curious attitude, an eagerness to learn, autonomy and team spirit
  • Flexibility, ability to work collaboratively and manage multiple priorities with strong attention to detail
  • Ability to take initiative, be creative and innovative, and confidently communicate ideas to the team
  • Very good interpersonal skills
  • Proficiency in the use of Microsoft Office Package (PowerPoint, Excel, Word, SharePoint, Teams)
  • Ability to perform responsibilities without the necessity of close supervision
