We help implement the European Union’s policies by designing, developing, and operating large-scale information systems in internal security, border management, and judicialcooperation.

About the job

eu-LISA aims to establish a reserve list from which to source top talent. Reporting to the Executive Director and the Management Board, you will support eu-LISA’s mandate and ensure that the Agency achieves its objectives, enhances its reputation, and answers stakeholders’ needs. As the Agency’s Data Protection Officer (DPO), you will be part of the eu-LISA’s administrative and management team, directly appointed by the Management Board of the Agency.

Your tasks will include a wide range of responsibilities that extend beyond the following list:

  • Ensuring, in an independent manner, that the Agency internally applies Regulation (EU) 2018/1725, including in the context of the obligations applicable to the large-scale IT systems;
  • Leading and inspiring the data protection team, empowering staff and coordinating activities for effective collaboration and performance;
  • Informing, advising and raising awareness of the eu-LISA staff on data protection issues, including new technologies;
  • Ensuring controllers and data subjects are informed of their rights and obligations;
  • Providing opinions and advice to eu-LISA services on processing personal data, on the need to perform a data protection impact assessment (DPIA), personal data risk assessments and change management processes;
  • Maintaining registers of processing operations and exercise of data subjects’ rights;
  • Hearing and examining complaints and other requests from data subjects and conduct inquiries in the area of responsibility when is requested and not conflicting with the position of the DPO;
  • Investigating issues and facts related with possible breach of data protection legal framework provisions and report accordingly;
  • Monitor, assess, provide advice as regards personal data breaches and keeping a centralised register of personal data breaches;
  • Drafting guidelines and procedures promoting privacy-by-design and by default principles;
  • Cooperating with the controller on data protection impact assessments for processing operations;
  • Consulting, responding to requests and cooperating with the European Data Protection Supervisor at their request or on the data protection officer’s own initiative, including notification of high-risk processing operations and organising internally for the systems EDPS audits;
  • Cooperating with the EDPS, preparing and organising the audits as required by the legal framework to the large-scale IT systems operated and managed by the Agency;
  • Participating in data protection meetings, inter-institutional cooperation and exchanges with other EU Institutions and bodies and representing the Agency towards Supervision Coordination Groups related to large-scale IT systems;
  • Reporting regularly to the Executive Director and Management Board according to the Agency’s procedures

Eligibility criteria

To be eligible for recruitment and selection, you need to meet the following formal criteria, which need to be fulfilled by the deadline for application:

General conditions

  • You are national of one of the EU Member States or Norway, Iceland, Liechtenstein, or Switzerland and you enjoy full rights as a citizen;
  • You produce the appropriate character requirements for the duties involved;
  • You are physically fit to perform your duties;
  • You have fulfilled any obligations imposed on you by the laws concerning military service.

Education

  • You have a level of education which corresponds to completed university studies attested by a diploma provided that the normal period of university education is four years or more,

or

  • You have a level of education which corresponds to completed university studies attested by a diploma provided that the normal period of university education is at least three years or more and appropriate professional experience of at least one year;

Only qualifications awarded in an EU Member State or that are subject to an equivalence certificate issued by an authority in a said EU Member State shall be taken into consideration.

Professional experience

  • You have at least 12 years of proven full-time professional experience relevant to the duties after the award of the qualification certifying the completion of studies required as a condition of eligibility as above.

Language

  • You have a thorough knowledge (C1 level) of one of the 24 EU official languages and a satisfactory knowledge (B2 level) of another EU official language for the performance of your duties.

Selection Criteria

The suitability of candidates will be assessed against the following criteria during different stages of the selection procedure:

Professional experience and knowledge

  • Proven expert knowledge of European data protection legal framework and practices;
  • Solid professional experience related to the duties mentioned under Section “About the Job”;
  • Proven experience in data protection risk assessments.

Education

  • University degree in Law, Public Administration, IT, Engineering or any other areas relevant to the duties.

Personal competencies

  • Ability to be quality-driven, service-minded, and results-oriented, with a strong commitment to excellence;
  • Ability to build and maintain productive working relationships with various stakeholders displaying empathy with their different contexts and perspectives to find the best solutions while ensuring compliance;
  • Ability to analyse complex information, to consider options in a clear and structured way, to propose and implement recommendations and to make sound decisions;
  • Ability to work under pressure and with tight deadlines, to make timely decisions and to reprioritise tasks responding to changes in a rapidly evolving environment;

  • Ability to communicate clearly and effectively when addressing and presenting complex issues and results to senior management, ensuring clear and concise reporting;
  • Ability to keep abreast of recent developments within their field of expertise and commitment to continuous learning;
  • Excellent people management skills with the ability to lead, motivate, empower and develop people in an international context.

Language

  • Strong communication skills in English, both orally and in writing, at least at the C15 level.

Advantageous

  • Excellent knowledge of information technologies, including technical security aspect and understanding of IT operations, their specifics and requirements;
  • Professional familiarity with the area of Justice and Home Affairs;
  • Relevant recognised certification in the data protection field.

  • eu-LISA offers a competitive salary package. To begin with, the salary is determined by the grade for which you have applied. In addition, your future salary is based on the total number of years of professional experience and adjusted to the cost of living in your place of employment.
