OSF is looking to hire a Director for Policy & Strategic Outreach responsible for developing, implementing, and ensuring the quality of a coherent political outreach, advocacy and research agenda that supports the achievement of the team’s mission and the overall Europe and Central Asia strategy of Open Society Foundations.
The Director for Policy & Strategic Outreach reports directly to the Executive Director of the Europe and Central Asia Program and is an active member of the ECAP senior leadership team responsible for the definition of strategy and with accountability for its implementation. Close work with the Executive Director, other members of the leadership team, the Europe/Central Asia communications colleagues and with the global advocacy team is required to ensure seamless leverage of all activities in support of advocacy and research goals from the global to regional to national levels.
This position is located in Brussels but will roll out and oversee work across the entire region, flexibly engaging ECAP’s in-house expertise and reach into communities of practice in civil society, civil service, executive and legislative branches of government and academia. The remit of this post holder will be to develop and oversee different kinds of outreach and foresight, support and steer the grant-making for advocacy, the development of in-house intelligence, and research commissioning, among others.
As a Director for Policy & Strategic Outreach at Open Society you will:
- Design a coherent political outreach and advocacy agenda for the Europe and Central Asia region that can be rolled-out flexibly, using OSF’s existing instruments of direct advocacy activities and grant-making, taking advantage of short-term opportunities at the same time as supporting longer term advocacy goals
- Conduct high level advocacy and develop ECAP’s presence and visibility in relevant media across the region, in close coordination with other ECAP Directors, Communications and the global advocacy team, including in relation to Europe’s international role
- In agreement with the other programmatic units, identify short, medium and long-term political outreach goals for each thematic area and geographical location, and set priorities for each for the strategy period
- In collaboration with the ECAP’s thematic and geographical experts (in-house and external), develop a series of flagship research publications that ensure that OSF is seen as a credible contributor to relevant public policy debates in Europe
- Develop networks and processes for gathering and analysis of political intelligence relevant to the objectives and strategy of the ECAP region
- Oversee the creation, implementation and evaluation of bespoke in-house and partnership research, intelligence gathering and foresight projects that respond to the evidence needs of set outreach and advocacy goals across the ECAP, including those of thematic and geographic programming
- Support the Regional Manager for Monitoring, Evaluation and Learning & Diversity, Equity and Inclusion to develop responsive learning frameworks to support advocates and grant-makers to innovate their own activities and those of grantees, in cooperation with relevant staff in ECAP and globally
- Contribute to the definition of and coordinate ECAP’s contribution to global campaigns and initiatives in cooperation with thematic and geographical teams, regional leadership and staff of the global unit
- Ensure the establishment, implementation and evaluation of workflows and quality criteria for briefings, research commissioning, the documentation and coordination advocacy activities and other relevant processes
- Ensure the delivery of quality briefings to leadership and OSF’s Chairperson and respond to any other such requests on a needs-basis from colleagues across ECAP and the network
- Sustain, further develop, and initiate new partnerships with key think tanks, major conferences across the region, research and academic institutions and other partners especially active and relevant to ECAP’s advocacy goals
- Oversee the management of a multi-functional team including staff experienced in institutional advocacy and policy analysis towards the European Union, national capitals in the region (such as Paris, Berlin and others), multi-lateral institutions and the European and global human rights infrastructure, policy think tanks across the region and initiatives driving knowledge creation about European and global affairs, foreign and security policy.
- Act as Director of the Brussels Office of Open Society Foundations.
- Personal and professional alignment to the core mission and values of OSF and in excess of 15 years’ progressively responsible experience in a variety of organizations;
- Proven track record of expertise in political outreach, advocacy and research with a focus on European and global affairs.
- In-depth knowledge of the political context and networks in the EU, Europe and Central Asia region.
- Proven success in managing effectively within a complex, global, matrixed organizational structure;
- Experience in implementing strategic planning and evaluation systems;
- Ability to perform in an advisory role to senior management;
- Exceptional communication skills across cultures, hierarchies and formats;
- High fluency in English both writing and speaking; fluency in any other language/s will be considered a plus;
- Willingness to undertake frequent travel (when COVID-19 related policy and restrictions allow);
